Yes, since December 14th (I think?) they're holding off new users because the servers couldn't take the current overload. If it helps, there's an option of a free demo account (https://www.pillowfort.io/demo_login), I think it should still work. And as for your concern about Pillowfort vs. Tumblr, I think you may find this post and discussion (https://www.pillowfort.io/posts/115375) interesting.
